I noticed this as well except had a totally different take from it.

A provider in the STATE of Washington was reviewed and the review was posted to Washington, DC.  Not the first time I've seen that.  My interpretation was that the provider is from the West Coast and was never here and the review was misplaced by the reviewer.  A relative newbie reviewer that sees providers in the Pac NW.  Not vouching for the reviewer or provider, just saying.
