Correlation is not causality, but that doesn't matter when you see the situation through a lens of fear and nothing else.
Let me address something jcnva said. Working in Maryland is not the problem people make it out to be. The "saying correlation is not causality" applies here. You can line up all the end results you want and then say see it's a problem. Of course you would be correct, there is a problem, but what most fail to do is look at the actual key CAUSE of that end result.
Let me put this another way.
Technically, as you have asked your question (context), there is no such thing as a "safe incall". You could do business in a hotel during the National Vice Cops association dinner and not have a problem.
Why ?
Because in most cases the "location" isn't the determining factor. The key factor is YOU! It's easy to say, stay away from this place or that place. Often such approaches are very overly simplistic. Does it have any value ? Yes it can, for example don't street walk and solicit guys in front of the Police station, that would be a no brainier. Don't use a hotel where the parking lot is littered with IV needles and the address of the Hotel is "420 Prospect St." ( I confess had to have that whole address thing explained to me, I didn't get it the first time someone told it to me)
The "predictor variable" in what I'm talking is HOW you conduct your business.
How tight is your screening or do you just rely on DateCheck? Which by the way if you do, I hope to God you have a lawyer on stand-by. I know of 6 providers and one major agency who will tell you it's a flawed concept.
Is your business methodology sloppy? As in you give out the hotel to all your clients the day before or use a monthly subscription mobile phone registered in your name which you've had for years. How about when you check into a hotel ? Do you dress like a whore, ( yes I said the "W" word) show your tits, wear yoga pants or do you dress in a business suit, carrying a brief case? Is your full face on your website so all vice has to do is show your face to the hotels front desk clerks in the area you've advertised you'll be satying to find you ? Which by the way, Tysons Corner and Columbus OH has effectively done in the past.
I think you get my point and if you don't then *shoulder shug * Darwinian realities will apply.
Be less concerned about a magical location and more concerned with HOW you run your business. Contrary to common local perception, if you run your business right or as I say. "practice the Seven "P" method:"

Practice
Prevents
Piss
Poor
Performance
....you could operate in Montgomery county most likely without a problem because MC is definitely a correlation but you the person is the causality. Now having said that, which goes totally against the common "herd or group think" around here, I must point out one obvious exception.
If you are specifically targeted and they decide to spend the time, the resources just to come after you, then the equation changes and all bets are off.
When that happens, well this is what you do:
1) Empty your pockets.
2) Take off your shoes.
3) Place your head between your legs.
4) Kiss your ass good bye.

Lastly, you might want to consider staying in your local area, Florida is it ? Until you really have a good handle on what you're doing and what you stand for business wise. Being a newbie with no one to guide you is tough enough. Adding touring on top of it compounds a whole additional element of risk you just may not be prepared for.
