Is there a good and relaiable provider in Alexandria or Arlington for outcall who will not take the money, count it, and then say, after they ask you where "you want to go", meaning out somewhere, that, no, they can't get naked with you, that's illegal-and they walk out with the money?

Believe it or not, it is not personal but rather a business model (and a very successful one at that).  But that doesn't make it suck any less.

You have obviously found TER at this point, so that crap should stop (at least, that is when it stopped for me).  Now - if you continue to fish at the low end of the waters ($160/hr and she looks like Blake Lively in "her pics"), the bad experiences will continue with some frequency in one way or another.

But if you are researching reputable providers in those geographic areas on TER, you have very little to worry about in terms of getting ripped off.

There are many wonderful women working in this area, including incall and outcall providers and local ladies and visitors who are touring through our area. Read the reviews for two reasons.

First, you can check TER to see if they are ripoff artists or worse (no reviews is usually a bad sign). Don't judge solely based on rates, because some new or less-popular-body-type ladies might charge less. However, as with everything else in life, if it seems to be too good to be true, it probably is. See a series of posts by Lamont Cranston for extensive detail on this score. And of course, the most desirable ladies usually figure out who they are and either charge accordingly, get very selective, or some combination of the two.

Probably at least as important as the first reason, you should read the reviews and profile to see if you two would be a good fit. For example, if the ad or review says "no" on anal, "come in mouth" or whatever, don't go and set up an appointment expecting to talk her out of her limits. If the profile says her tits are "rock hard" or A cup, don't be disappointed that she has fake boobs or is kind of small in front. Think about whether you care about extensive tattoos and read the profile about that; lots of ladies have them but airbrush them away to avoid giving away their identities. Also, you can try to get a sense of personality from ads and reviews. Good providers usually give some clear sense of what they are like in their ads, and reviewers will often comment as to whether their expectations were met. Appearance is subjective too, but performance scores can and probably should vary based on what we are looking for. For example, I don't particularly care whether a lady is good with dungeon skills (whatever those might be), but DFK and cuddling afterwards are a big deal for me.

So, I am gonna try to help you.

The answer to your question is yes.

If you've been ripped off in 2013 in DC you really have no one to blame but yourself.

There are plenty of lovely ladies with ample reviews that will assure you that

The purpose of a review board is the exchange of info.  If you do not have  VIP status and the ability to do a little research you can expect many more disapointments and ripoffs !

Respectfully, i plan on taking NONE for the team... there are too many quality, well-reviewed options on this forum for me to even think of dangling in the sketchy world of possible LE stings, trannies, and rip off artists. No thanks.
