Go with a known provider offering incall.  

If you want to rent a room and pay the traveling rate then go for it.  

Go with Incall with well review providers here and you should be just fine. If you really want outcall, then make sure they are well reviewed.

How you select your provider is more important to your safety than where. Poor choices here blows your statistical probability of the core basis of your question through the roof.

The truth is in the MD-DC-VA area they can get you either way.
