What you are looking for is actually not very hard to find, it's probably how you are coming across is freaking out the fine ladies. I don't know how you are wording your emails, or what you say when you call them, but if you are telling them that you want to be treated as a part time bf, then you will obviously get snubbed.

are you having trouble getting screened?  You don't appear to have any reviews but you do appear to have VIP membership. There are plenty of providers that give the service you describe.   If you are having trouble getting screened,  I recommend a service such as Datecheck or P411.  This will make the screening a little easier.  You might want to consider booking some extra time for your first appointment, 90 minutes or two hours, to allow for getting acquainted.

Use the review searches and find a well reviewed provider that offers GFE.  There are plenty all over the DC metro area.   Find one with good reviews - read the reviews and see if she is providing the service you desire, don't evaluate by the score alone.  

I am reluctant to provide a named referral, as there are so many  that provide what you are looking for, I don't know how to single just one out.   I did an advanced review search with some of the parameters that are important to me for GFE (DFK, DATY, multiple pops, full no rush session) and got over a 1000 returns for the DC area.  

I recommend that you just get started.  Make that first appointment, find out what worked and what didn't and then keep looking.   It may take some time to find that special ATF provider but if you are careful, read the reviews, and stick with well reviewed providers, you can have a blast searching for her.

I suggest you will have to start your search with independent providers who offer "above average" or "awesome" massages and no rush sessions, and then only include any other search parameters that affect deal breakers for you.  What you are seeking is exactly what all their websites say you are paying for -- "companionship only."  I suggest independents because your chance of finding someone with an unrushed schedule is greater than with many agency women.  A previous poster suggested you drop the part time BF idea.  I agree; it probably would spook many providers.  The other reason I suggest indies is because what you are seeking -- a long-term business arrangement -- might be more easily arranged at reasonable cost with an indie.  However, I caution you not to bring up anything but her usual fee arrangement until you have established considerable rapport, and then only if she seems open to the idea.  After all, you are paying for her time.  What you do with it is your business.  A few FS/GFE providers also offer massage and similar sessions at a lower rate, but those are somewhat rarer.  Like a previous poster, I, too, am reluctant to offer names, because things like "massage only" and "long-term" arrangements are best offered by the provider after she has become comfortable with you.  Best of luck in your search.
