LE can do whatever they want

and some of the PV in VA are pretty long standing.   LE can do what they want, but the current Trafficking thing seems to point them toward the AMP's (a varietal of PV / FBSM in a way) because of the border crossing/ immigrant exploitation aspect.  For non Trafficy stuff, it seems to be lifestyle enforcement based, ie annoy or arouse suspicion in neighbors, get busted, otherwise left alone.   Legal from a technical standpoint?  I think they are trying to find a loophole where they are like an in home private stripper which is legal (thus the "Viewing" name)... except they involve touching (Massage) which isn't, and are permanent incall joints, which isn't.  NOT REALLY LEGAL anywhere, but maybe less likely to draw the ire of Johnnie Law.  Even LE can have common sense, and busting non-trafficked nursing school students for stuff at the milder end of this thing seems to be a low end priority in Vice enforcement.
