Th article reads more like a public relations article to me. The article talks about how women take a  professoinal approach to he oldest profession stating that:
"For the first time, the women are not victims, they say — they are not walking the streets, and they are relatively protected, and they run their own business affairs".

The article even refers to these types of sites as "a consumer guide" as opposed to a site that helps people break the law.

The article really seems to try to get the point across of LE's inability to prove illegality of the sites as well as explaining how the sites make the activites providers and clients participate in safer for all involved.

All things considered the article is relatively favorable regarding the hobby.
