Is there any consensus regarding the different DC area jurisdictions and LE. For example, will one seize your car while another doesn't even bother going after people seeing discrete escorts?  Or is more just which jurisdiction is in the middle of a crack down?

.....It's whatever area is cracking down today. While one area is getting more attention than others and has had more activity lately it doesn't mean the rest of the region is just sitting back watching them. Just do your homework, pay your dime, and take your chances. But most importantly, STFU.
