My question is whether this agency accept reference from other non-Korean agencies . I have sent them emails, made phone calls and sent text messages and there was zero response

Or you don't have 3 references? Don't know why they haven't answered your calls, text, and emails. You sent them back to back or waited?

Good luck on zero reviews and possibly no good references. Who knows they may have reached out to your reference and have not heard back? Did you let your references know you wanted a reference?
