Ill be in town with a free night available looking for suggestions in downtown area where I might find a bar that is a good place to find a lady that might want to hook up.   Already have a couple dates from gals on TER but looking for something more in natural setting

And it's a smartphone app, Tinder.  If that's not your fancy, I suggest a bar at a nice hotel, Urbana in the Palomar or the rooftop bar Point of View at the W near the Whitehouse (spectacular view of the massive obelisk on the Mall).

He could also check out one or more of the strip clubs I suspect.

They have a great happy hour at Claudia's at 15th and K that usually draws a very attractive crowd.
