As to your question, don't discount BWI. It is about 45 minutes to DC in general, but there are plenty of inexpensive options for that trek. Hell I once flew out of BWI beacuse of "schedule" and found that I could rent a car at Reagan National (very close to me) and drop it at BWI that morning for about $30 or so. Cheaper than a cab, or most other options.
So if schedule is important, keep BWI open as an option and work the rest of the logistics from there. Usuing Kayak.com and selecting "include nearby airports" will pull BWI into your search.
Southwest to BWI. There are buses to DC but you can even take the train - there is a BWI stop. I think it's like $16 on Amtrak or something. Comes in to Union Station.
$12 on AMTRAK, $6 on the commuter line. Comfortable, easy.
