I see you actually started back on the 1st on the Newbie board. I'm not taking any sides here but would say if you are serious about providing you should really work on getting some type of ad that at least lets someone know who you are and what you look like.
If you try rushing (and perhaps you are feeling pinched financially so feeling desperate) you'll trigger all the flags that seem scamish. If you don't have the ability to buy or make a web presence for yourself you might start looking for local agency sites. You can get the URLs from review or the Site Review section of TER. But that is just the start of your research as not all the agencies are still operating and you will not fit with all of them.
Once you find some you think you might be able to work with you can ask here or the Newbie board for other's input regarding how good the agencies are to work with. You might get some good feedback or suggestions. Seems like a lot of the agencies have sections where you can apply to work with them.
And, yeah, unsolicited PMs are not a great plan if you're looking for clients. But you might look for local agency providers with accounts here and PM them asking if they like the agency and if there are any openings for a new girl.

I ran around to FedEx Kinko's computer rental station today, trying to set up a new Eros-Guide account. I had to scan my driver's license, wait for them to confirm my e-mail address, and put money on my bank card to pay for the ad. That took several hours. Now, I am trying to post the Eros-Guide ad from my laptop computer!

She was looking for strip club plus she's a little scattered brain right now. PV is her best option right now for her well-being and also logistics wise. Get some money in her pockets... then she can make a decision to move onto more from a better place.
I think some clubs in DC might be open, but you would have to contact them individually (e.g. Camelot, Archibald's, Cloakroom). . I believe Crystal City Restaurant (Arlington) and Paper Moon (Springfield) are both open, operating under whatever the current restrictions are. . Don't know anything about suburban Maryland, but I believe many of the clubs on the Baltimore "Block" are back open. Again, operating under current restrictions.
