I find this whole concept ironic and amusing since I pointed out on another site (the dog) back in early 2007 that the free ride was going to be over in 2008 (for MD-DC) since it was an election year on both the state and Federal level. Many complained about our belonging to the Fantasys Network which requires us to use Fantasy Client Screening which is probably the most stringent in the industry and predates all the other screening companies.
It doesn't take a rocket scientist to observe specific trends and act accordingly.
In a blog post in 2008 I said the following:

You make some good points. That means one will have to stay away from unreviewed providers on all sites not just CL and BP.
Things are changing. We have 4 counties now doing active reverse stings (Fairfax, Loundon, Howard, and Anne Arundel Counties). CHarles county is squeezing the grip also.

As long as she screens the clients and does not have much traffic to her incalls she is safe with her providers.
What she has to watch out for is people reporting the incall. LE in the past has been 2-3 months watching traffic. They will try to set up fake businesses and fake home address to get an appointment. They will also ask guys when they leave the incall (never say anything, say you have to talk to a lawyer).
The concept of reverse sting stratadigm was made viable back in 2002 by Florida's MBI (Metropolitan Bureau of Investigation), Hillsborough and Orange County FL police departments.
Granted some of their largest and most costliest (time, man hours and materials) cases involving this stratadigm were ultimately prosecutorial failures, a few members as I understand it retired and subsequently became LE consultants. This stratadigm then showed up in 2003 in Nashville, Atlanta and other states afterward and ever since.
In internal discussions (Fantasys) we've noticed a change nationally in LE activity in the sense that "co-operation" is now taking a higher presidence over who get's the collar (departmental ego).
The next step is to pressure clients to openly testify as to their activities against providers, "if" the trend holds true to the 2002 Hillsborough and Orange County FL cases.
