   August 1 is when Congress leaves for recess (are they ever really here), and many government workers follow suit.  One could literally roll bowling balls down Penn Ave (Secret Service might frown), and you can stroll into any restaurant without reservations.

In New York every pretty young girl you meet says she's an "aspiring actress."  At least for the first year she's moved to the Big Apple. She's actually a waitress or bartender.  Or perhaps a provider.  But at least she's working heard and makes a decent living, right?  

In DC every pretty young girl I meet is "aspiring to work in politics."  They are all actually pages or interns who don't get paid.  And they don't make a decent living but they spend most of their time under a desk if they want to get ahead!  The irony is not lost on me.
