How does a not for profit get access to interview suspected violators of the law?

 
Who is calling the shots in the investigations, the non-profit or the long list of LE agencies listed in the supplied article?

The huge bust in NOVA over the weekend, seems the LE had been following this particular lady/ massage Agency for quite some time and busted her in one of her Apartments in NOVA, while collecting huge client list along with other crucial evidence.

You have to be careful everyday all the time. They checked 23 massage parlors. The Patch did an article on them a month ago to generate LE interest. The charges were primarily related to business and massage licensure issues.  No names are mentioned in this article, hope it is okay to post it.

I'm concerned with who is doing the questioning of people while they are detained by LE

Well if they are pulling girls out who were trafficked, my guess is the non profits will help those girls rather than let them be prosecuted.

The article that was linked and I commented on said there was no evidence to support the claim.

 
I was actually interested in the protocol involving the questing of people. Who were detained by law enforcement and whether or not there civil rights may have been violated, during questioning.

 
I'm not a prosecutor or a defense attorney, if I happened to be one or the other I would have a vast interest in who is questioning the people involved in what ever my role would be in the case.

 
I will add that I am not a movie critic either, and found the diversion into the silver screen antics of a movie character rather ridiculous.
