As one of the OG with this agency, it's about supply and demand. If they have a lack of demand I've read about newbies being granted approval. Back 10 years ago they would have 2 to 3 providers at a time. In the past few years only one provider has been available. Try to get approved by another agency like AG and that may help with DS.
