From what I can observe it’s when FOSTA took down a lot of other agencies and TER went into lockdown mode . The lack of a place for honest, transparent feedback, mixed with a lack of competition, was the beginning of the end . Prices went sky high (and they realized they fucked up at one point going from 300 to close to 500 and then had to backtrack), the quality of provider went way down from Russian models to Russian strippers and SWs, and the service tanked for sure. The administration went from being customer focused to being damn near tyrants squashing any dissent, ripping guys off for services never received, and spreading lies about guys who dares to speak out (but, hey, it’s Russia).
Good thing there are still a handful of other agencies left that still have somewhat decent prices and service. It’s a shame for what was once considered a top agency to have fallen so quickly and mostly under the weight of their own arrogance and greed.
I don't have any answers here, but I was considering trying them, so you've saved me the trouble. I appreciate it. What are your other go-to agencies? I know about Elite and Jennifer's, but haven't tried them yet.
I have had the opposite experience with XOC. I find them very easy to deal with and their communication is top notch. I think their ladies are beautiful and delivery a GFE. I have not had a bad experience yet.

The increase in negative reviews here on TER are a testament to what a cesspool this agency has become over the years. But keep believing the "curated" reviews they offer on their own website as truth.
Been with XOC for years - customer service is still top notch, booking is easy, and the girls are just as hot. Sure the prices have gone up... but in a service based industry that's what happens periodically. There hasn't been as many ladies coming due to the situation between Russia and the U.S making it harder to get and/or renew a visa for travel.

He only has three reviews here on TER and they're all directed towards XOC...which is suspect as he kept going back. Despite the dates shown for each encounter, based on the notifications I get, they were all written roughly around the same time. One bad session ok. Two maybe. But then going back a third time...? Hmmm....
Their rates never went to $500. They did increase substantively to $420, but only $360 for the weekend. For the level of looks, that's pretty good. Service is "Russian" so not a lot of smiling or chit chat, but solid service. Every now and then you get a dud, as in way older than in photographs. I had that happen a couple of times. On the other hand, one of the hottest girls I've ever had sex with was from XOC. One key thing to do when looking at their ads is there is always at least one "real" photo of the girl. Work off of that photo to set expectations.
I've used them for years and never had an issue. I actually just saw one of their assistants today and had a great time. When you're going to see someone from any agency/independent, do your research and you won't be disappointed. I've found the reviews on their site to be pretty spot on, so you know what to expect going in. Plus, they are one of the few (only?) agencies where you can see unblurred face pics of their assistants and that's big for me.
