According to this article, police in San Francisco, New York and DC have claimed that suspects carrying three or more condoms have an intent to sell sex.

This seems anti-women and homophobic to me. It's discouraging the practice of safe sex as an attempt to crack down on prostitution. And what about women who just look wrong and happen to have a few condoms on them? Could they be swept up as well?
