I'm fairly new here and don't know of a festival. Are you talking about just walking around to see the cherry blossom trees? The tidal basin is the area to hit for that as far as I know.

 
There are cherry blossoms all around DC and I never knew there are many different kinds. My tenant is an arborist and knows all about it. But the trees that everyone goes gaga for are around the basin. They're at peak bloom but I don't know how long they will be, especially with the really cold temperatures the last few nights.

The blossoms peaked early this year on account of the eternal fact that the climate changes.

A walk around the basin, or finding the neighborhoods with lined streets are teh best way to go. Kenwood MD is like driving through a tunnel of blossoms
