DC is used to protests and reasonably good at controlling them, and there are lots of cops (federal and local) to respond. I don't think Trump will try to stage another attack on peaceful protesters; it didn't work out well, and the military has basically said "leave us out." The troublemakers like to Proud Boys tend to like more prominent and tourist locations like the Mall, Lafayette Park, Freedom Plaza (two blocks east of the White House) and the counter-protestors have to meet them where they are. Nothing is guaranteed, but the MAGA types would probably not hang out in the Logan Circle or DuPont Circle areas absent a specific attraction. Not sure where you mean on 13th Street (I assume NW), but unless it is very near Pennsylvania Avenue (street numbers below 700), it should be fine.
No sensible gal, especially if she is a local girl, is going to take chances about violence , whatever her personal politics are and whether she is Black, White, Latina, or Asian. The local gals know the area, and are at risk themselves if they go into to any sketchy location. They have mostly researched this kind of thing more than we could. Trust them.
If she is hosting in a close-in DC-area hotel or you want to visit her there, it should be fine. Because of the loneliness, this might be a good time to explore overnights.

I remember one time my car got locked in the garage at the hotel near the Whitehouse at 1:00 am, I had a 2 hour appointment that started at 11:00 pm the day before. Luckily I was able to find security to open the door so I could get out.
Reading the news this morning, there is one place I would avoid getting too near which is the Hotel Harrington at 11th and E NW (half a block from Pennsylvania Ave). It's bar (Harry's Bar) is apparently a Proud Boys hangout and going there is probably asking to get caught in the middle of trouble in a bright-blue metro area like DC. That is the main location for recent violence. If it is daylight or if you are a block away at night, it is probably fine. As I noted in the earlier message, DC cops, the National Park Police (about a quarter of DC's land area is under their jurisdiction), Secret Service, Capitol Police and a whole bunch of other federal LE agencies have practice at controlling protests and are reasonably good about it whatever their other flaws.
I have never been in the Harrington's hotel guest rooms or the bar, but it seemed like a pretty downscale hotel from the outside anyway and reviews seem to confirm this. I have never seen an escort hosting there FWIW, and it is probably best to avoid.
Hiking is good. Buy some boots and an all-weather jacket if you don't already have them.
We have a lot of parks in the DC area, my SB likes the idea, and there is no electronic/paper trail including at National Parks if you have an annual Park Pass. She books the hotel room and I reimburse her, and she likes being outdoors with a friend. She was born in and lived in Thailand until a few years ago (where cold is considered anything below 75F), so she isn't wild about the current weather. We sometimes get carryout Thai food to eat outdoors or one in of our cars. Winter, and especially snow, were fun the first year, but the charm is wearing off.
This isn't 1968 in the wake of the MLK assassination when the city was literally burning in places.
We are talking about a handful of Neo-Nazi and white supremacist racists thugs from outside the area going into a bright blue area with a large minority and leftish White population to mostly get mocked. There are some antifa and other (basically unorganized) counter-protesters who tend to show up in opposition, but we are talking about bar fights and street fights, not riots. It isn't even close to Seattle or Portland earlier this year. There are a few morons who seem to think that smashing a Starbucks window is some kind of political statement, but they are less common here than elsewhere. The one BLM "protest" in the DuPont Circle area that tried to intimidate people in outdoor restaurants into joining them by chanting along with them some weeks ago was a joke, and was also mocked. Real BLM protests are near the White House and peaceful (apart from DJT's assault).
