Just have a look at the beach pic and read the text.  That is all you need to know that this ad is a ripoff.

I'm curious, why is this necessarily a scam. I admit I am new to this, but that seems like basic provider boilerplate. This seems to be a scam because the pics and rate are too good to be true, but I don't have an issue with text.

I've seen the boilerplate disclaimers before, the usual stuff like "money exchanged is for companionship only, anything else that takes place is between two consenting adults", etc etc. However I've never seen one that actually said "Solicitation is illegal". Granted this is in the BodyRubs section so you'd expect just an HJ as it is. I doubt this is a sting because they're making it pretty clear there won't be any sex, especially with the "nonsexual" note at the bottom.
