Some of the Asian indies use p411. For example, Josephine.

Some of the agencies and indies will include P411 in their screening so you might be able to substitute that for part of their other requests but I seriously doubt you will ever find a K-Agency that will exclusively use P411 okays. They are too much of a closed community for that I think.

I give them both TER and P411 IDs as well as references (even if old) so it isn't always obvious what is the most convincing. I have been accepted quickly by some Asian agencies on the basis of P411 okays alone when I didn't have any references within their six-month or one-year time frame. I think some are reassured by multiple old P411 references as evidence that you don't hit on anyone in a skirt and therefore are probably safer biologically. Also, many of my P411 okays are Asian (some ethnic Korean, but not necessarily classic K-girl agency gals) so that may help even if the P411 provider in question has since retired.

I have had requests for pre-screening seemingly go into the void with no response more than once so I don't know if my information wasn't good enough or if the request just fell between the cracks. I think you are more likely to get a response if you ask for a specific date, time, and length of appointment. I only got turned down once for not having had recent references, but I think that was a booker's screw-up rather than policy because the Thai lady I wanted to see was one I had seen before a few years earlier and clicked with on multiple occasions, and she was listed among the TER reviews.
