From what I've read DC Hotgirls isn't into bait-and-switch, but I'd still advise caution and bring along a stack of extra cash.  Did you notice the "Languages Extra" on that page?  You want "extras" like French, Russian, Asian, or anything else?  Be ready to pony up for it.

I have used DCHotGirl a few times.  It's a ligit agency that has never pulled  a scam on me.  But the photographer is a magician who can turn a toad into a princess.  I have dissappointing encounter with a couple DCHotGirl ladies who didn't turn out half as as attractive as in the pictures notwithstanding the pictures were real.  The Agency used to operate out of College Park charging below going rate because most girls are midiocre in attractiveness.

...I'm not going to pay extra to give her a pearl necklace.  That means I have to pay extra for every little thing.
