I have been utilizing agencies, over the past year since I have come back to they hobby. They all seem to close up shop around 9pm or so. Is that becoming standard for all ladies? Are their ladies in MD that are working later into the evening that I would not find on CL?

I often don't take last minute calls, but if you know about 2PM you want to see a lady at 11PM, you might be in luck. I do that all the time. But if a gentleman calls me at 10PM for 11PM, he might just be out of luck.
