New to the Winchester area and have been surprised that there seem to be very few providers out here. Any hints?

LE tends to be bored there, thus hot there and people tend to know your business.  I have clients from there and they say that.  They don't ever have me visit them there, it's too risky. You may have to find or travel to a provider in Fairfax, Ashburn, or near Dulles.  

Both in Winchester and Charles Town. I've never needed or had any interest in looking in that area but have hears some talking about finding a hooker in the clubs in both areas.

 
Not really much of a presence for that area here on TER but perhaps some of the other sites (don't ask as you cannot post here and I don't have VIP for PMs)  so not surprising that you're not finding much. I did see a 9 month old review listed for Charles Town in a search using West Virginia as the location. Might be an active provider (didn't look).

They exist.  I just posted a review for Sally.  The catch is that Winchester is not listed on TER, or most other sites as well.  Search on Martinsburg, WV which is only 20 minutes up I-81.  When I posted Sally’s review, I had to list her as Martinsburg.  Hope this helps.
