Arlington is close to Georgetown and DC, but parking is a pain in the ass. Same with Alexandria. Everywhere else is pure suburbia...which you may like if you wanna see grocery stores and walmarts...
Charlottesville is a beautiful college town, however, your tour may have limited success unfortunately. Richmond is your typical large city and it has some interesting characteristics and history. You will probably do OK with your tour in Richmond. There are a couple of other cities in mid and southern Virginia to include Roanoke and Fredericksburg. Roanoke would love more tours, but it appears there may not be a very large demand unless you get established UTR.
