October and November are both great months to experience autumn weather in the DC area. Late November can get pretty chilly, so if you're used to Florida sunshine to keep that beautiful tan of yours, you may want to visit in October or early November.  Of course, there will be a some real good guys offering to keep you warm, I'm sure.

As far as location, Tysons is pretty popular. It's easy to get to for those who live or work in Northern VA, and pretty stress-free parking for the gentlemen. The ladies are probably better at recommending the best locations though

Planning a first time trip and wasn't sure if October or November would be better.

Just like most major cities you can come anytime because people are always looking.  

NOVA has plenty of hobby friendly cities so you can go to Tysons Corner, Crystal City, Alexandria, Washington DC, Dulles. The list goes on.
