I do have some advice but bear in mind my experience was limited.  I stayed at the Veneto, where the casino is one of the main hubs for local hookers.  The hotel is now owned by the government and is rather run down, though it's clean.  My room was only $60 a night.  Most of the casino girls were low quality, not as good as at the Del Rey in CR.  I'd heard great things about the Club Habano but the best action there is around 11 at night and earlier than that the pickings were slim.
After I left I heard from GaGambler that a friend of his had been at the Torre de Trump and it was excellent.  That's in another part of town from the Veneto and Habano.  But cabs in PTY are cheap and Uber is even cheaper.

Spent most summers as a kid there. If you dive, you will be pleased. If you don't and have ever thought about it, do it!!!!
