You might consider the Capital Hill area. Several hotel possibilities and near Union Station if you do Amtrak.
Now that metro has stops in Tyson's Corner you can put that area on your list. Still not pedestrian friendly.

I personally love Tysons Corner,VA area. I'm actually going to be there again this week.
I find it to be the ideal location especially since it isn't to far from DC and the Metro has extended out that way now.  I also have to say Old Town Alexandria is a another place worth looking into in my experience but I haven't been there in a while.

When it comes to Philly I do not have to much time put in there to really speak on it but I will say If I had to narrow it down  Plymouth Meeting would be the winner because of the traffic in Center City but when the timing is right Center City is ideal for some.

XOXO

Hello Gemma,
The Rittenhouse Square area in Philly is renowned and beautiful.
I've lodged at the Rittenhouse Hotel numerous times.
It's a lovely Georgian Colonial-style hotel with all accoutrements.

It is amazing, however, I believe my last suite was haunted! ;)
The attached steakhouse is superb for a  "dinner date" venue.  {Try the skirt steak}

D.C, I cannot recommend, as I stay at my amigo's mansion in a gated
community. {oh my, if those walls could speak! ;) }
However, the nightclubbing area downtown, would
probably glean a few upscale hotels for you to stay.
Bon Voyage!
