What about "De-Listed"?

Maybe someone can clear something up for me. If a provider is "de-listed", no one is supposed to discuss that provider in the forum. Is this correct? How are we supposed to know that a provider has been "de-listed"? Is there a list of the "de-listed"?

The question reminds me of a lawyer who asked a witness what problems his particular ailment caused him. The witness said that it affected his memory. The lawer qualified by asking the witness to provide examples of things he had recently forgotten.
