that's a crazy story. And I don't doubt it one bit. Sorry it's happened to you, and would certainly change my view of things as well. No surprise about the police. I don't know where I was, we took cabs, one average strip club, and by Analitas. Walked on the street, $1 street tacos, etc. We were a group of 2 or 3, never had a problem, we are not big guys.
Murders in TJ dropping is important, another good statistic would be attacks/muggings as yours, but that doesn't work as most aren't reported/cops don't care.
Kinda rolling the dice...though I feel most are against locals/latino's vs. Americans. Especially murder.
ps - yeah last time I was on La Revu they mentioned the # of bars is down from 12 to 2, or something similiar

Thats the way I felt at one time. The only semi safe way to enjoy TJ is to go with a larger group, get a taxi right acorss the border and go directly to one club like Adelitas. Its been about two years but that is what I would do and probably went over there about 50 times with no problems. If you are not familiar with TJ, Adelitas is a famous/popular bar for female hookers. Its surrounded by smaller bars and girls working in little hotels standing outside. Just go to youtube and search and you will see videos. Revolution is the most populated area (Its a street) and all the resturants and clubs are there. Disco's, a few strip clubs, etc.
Two years ago, I was there and I was on Revolution which is the hub of activity and I almost got killed, strangled, and robbed right in the middle of the street with mexican police in view. They could care less and my wallet, watch, and money was stolen and it was not an amature crew. Some guy said "Hey Buddy" I acknowledged him, kept walking and about 30 seconds later, a guy twice my size came up behind me and put a head/neck lock on me, strangled me to the ground and about five of his workers came up and took everything and I was helpless, he was very strong (I'm no little kid) and I was out of breath being punched in the stomach and strangled at the neck. (NOT A FAKE STORY) For months, I had these idiots trying to fuck with my credit, getting cards sent to hotels in TJ and to hotels right across the border and all I was doing was walking to get a taco. I'm so glad I only took my one bank card and two others and left the rest in the hotel across the border on the US side. MY error was I left the group so my mistake.
So, I myself have been over there with no problems. I have actually stayed in hotels in TJ, Ensenada, etc. It only takes one time and you will not disagree with my opinion. There were TS bars on Revolution. If they are not there anymore, they are on side streets a few blocks from Adelitas which is a very dangerous area.
The good news: Murders in TJ are dropping from 134 in December to 48 in April: See link...
