Yes, it means she works out a lot and is very "cut".  Sometimes, you will see an ad where they are "un-cut", it just means they are soft and curvy and don't have a lot of muscle definition.

If the girl advertises as 'cut' she is likely circumcised.  If the girl advertises as 'uncut' she is likely uncircumcised.

Seriously though, since the poor gent asked a reasonable question. "Cut" means someone who has been circumsised. "Uncut" means she has a foreskin.
