Probably so.  But there are so many different reasons someone may choose to swallow.

For many partners it's a form of intimacy, much like unprotected vaginal or anal sex.  The reception by one of the other's "essence."

For obvious health reasons it's probably more rare these days than it was 20 to 30 years ago. Though oral sex is of course more prevelent than it was in the past.  And I'd agree that providers overall probably try to limit their exposure when possible.  But there is something to be said for a mouth and face full of cum!  

Others just like the taste.

And I think one reason many guys date a TS is because they are looking to enjoy the benefits of a girl with a penis.

However on the other hand many gentlemen who date t-girls have little interest in the penis at all.   It's often not even about the sex, but about the personal interaction and companionship (and perhaps exploration) and sex is just a part of it, and oral sex and/or swallowing is just part of the overall experience too.
