as per most take down notices or copyright laws.. only the copyright owner can send the webhost the letter to remove the image. The best way is to have the photographer or the actual model send the hosting site a DCMA letter.
The owner of they copyright of an image is USUALLY the photographer.. in some cases the photographer might give shared copyright to the model.
It is the copyright holder's responsibilty as it is an infringement of his work.
Rarely, but in some cases if you provide PROOF, a host will remove the image even if you are not the copyright holder.
