Can you ask your friend what area did she stay, Coz for me I stay at Dupont Circle, Downtown DC, Crystal City And Tysos Corner this location for me are good and accessible for both VA/DC client.
Aside from that Dupont Circle have are good and great restaurant every corner.
If you come visit here I highly recommend Buca di Beppo good Italian Restaurant.
