I think it sort of depends on what direction you're looking at it from. If a provider is offering MSPG, and you're interested in it from your perspective and not getting it when it was stipulated, that's N issue, an it sounds like you've been seeeong people trying to get you out the door quicker, which is a shame.
However, of the issue seems to be coming from the providers side of the equation, you may need to cut her a bit of slack. One of the first things to go when we transition is the ability to get super hard, or even do it at all. So a girl that can occasionally do that not just once, but twice, is a pretty substantial thing. If it genuinely seems like that provider could have, but seems to be choosing not to, than ask about it. Remember, you always have the recourse of seeing a different provider, and leveraging and appropriately warranted review.
There also the matter of time constraints on both sides. From what I see, as a provider that offers MSOG (Client only), is that a lot of people we see overestimate just what possible in an hour. Most (including trans girls) tend to think we can achieve more in an hour than is really possible. We can all try our hardest---intentional, lol--but biology has its limitations, and as mentioned earlier, when it comes to the provider, it may be exceedingly difficult.
I know for myself, and other providers I'm in contact with regularly, usually reserve MSOG for appointments longer than an hour. I find that that little bit of extra times makes MSOG from any involved party more likely and a lot easier to achieve. There are also quite a few providers who don't offer it for first time clients of theirs. Again, reviews are a great way to figure that out, and as I mentioned asking the provider in question isn't a bad idea, just go about it in a means thats not compromising the providers security when asking (a great opportunity for providers that do advertise it is mentioning it when things are in full swing to refresh memories).
Finally, as a provider, adult film performer, and adult film director, I. Am tell you that if you find providers that are capable of providing MSOG, it's probably a great idea to cherish that in any case. Again, getting hard is, well, hard... I've watched scores of girls do their best when shooting and not be able to get hard or cum... its just the nature of the beast and to some an unfornutante issue with a transition. So genuine ability is special.
For MSPG appointments that I have, I accommodate that with at least an hour and a half boooking, which is limited to two for you, and one for me (usually how it seems to work out), an it seems others do similar.
