That is a good info., but, I think that everybody knows that in Africa most of the people have aids, and United States is the only country in the world who does the cirumsicion, and I think that is great idea, but in Europe, Asia, Oceania and the rest of the world don't do it, and they live healthy, I think they should it, but just seeing this example I don't think that it will be to dangerous if you have sex with someone who is uncut because if it is so everybody will have aids expect for the Americans.

HIV virus can be found in Smegma (hygiene issue) but it's much more concentrated in precum which you'll definitely be exposed to giving a BBBJ to a cut or uncut cock (assuming your partner is aroused at all (technique issue...LOL!).
