Research suggests that the cells on the underside of the foreskin are prime targets for the virus and that tears and abrasions in the foreskin can invite the infection."
I would suggest people read Dr. Peter Duesbergs research on AIDS before getting too eager for the knife. HIV is not the same as AIDS. But even so, it is advisable to use the condom as there are other germs and viruses out there that require protection.
