Am fairly new and have a question about phone Etiquette. When calling a provider and get a no answer but get some type of a voice mail what is the best thing to do ? Leave contact info and a message ? Keep trying until a pick up ? Hope they get a missed call and return it ? any other helpful information ?

a lot of ladies have "no text" in their ads. I personally prefer an email first, but I would follow up with an email. Messages are easy to miss.  
 At the moment I'm "off" - but my number is published. As is my email. So I haven't been returning calls, just emails. I'm pretty much recovered from my boob job- but that first week of healing? I didn't have the energy to communicate. Ok us my ads were down, except my profile here.
 Personally I won't call someone back if it's been 2-3 hrs since the message was left. Especially if it's after 5. It's a discretion thing. I'd be very specific about how you'd like to be contacted back. But then again, not every lady is discrete. And to me that's important.
 Also, and I've heard this from both ladies and gents- cell reception can be iffy if you're in a big city. People get in elevations, some tall buildings have bad or no reception. So calls and texts get missed.
 Leaving a second message is fine. I never find it annoying and I doubt a lady would,  to me it just means the gentleman wants to see me.

I like at least three calls.  The initial call, which we're talking about here, then a second when I head out, and third when I arrive.

What do you do when there's no answer to the second call?  Do you head out anyway or wait for a call back?  How many frequently do you try calling back?  I always agree on a time but I won't head out until I contact her prior.
