Sometimes, if I orgasm very quickly, I won't really get wet. Or, if my clitoris is stimulated to the point that it cums, but the touch is rough or overstimulates me so that I feel more discomfort than pleasure. Usually, this happens with vibrators, but it can happen with fingers too. Anytime I am brought to orgasm quickly and somewhat forcefully.
The vast majority of women would indeed lubricate prior to orgasm. However, there are a minuscule - and I really mean this - amount of women who can "think" themselves to orgasm and really have it in their brains. Now, does that obviate lubrication?
Consider that women with spinal cord injuries do not have any sensation or reaction in their limbs, and yet some can "think" themselves to orgasm. Do they lubricate? No, probably not. But that doesn't mean that they don't feel good. As to an able-bodied woman under manual/penile stimulation telling you that she has an orgasm and there's zero wetness - hard to believe.
But then again...nothing is impossible, The Love Goddess

in the past ....if I am taking over the counter meds around the clock for allergies, things like sudaphed...it lessens wetness down there. Even if I orgasm. Sudephed also makes it harder to reach orgasm.
