Fake IDs are very common for under 21s. That's how they get into clubs and get drinks. I had busted at least two 20 year olds with IDs stating that they are 22+. A 17 y/o with fake ID spells trouble with a capiltal J.
The article states that he knew the girls were underage. That's very different from getting scammed with a fake ID or otherwise believing the girls are of age.
