k heres my problem... My foreskin can't go back all the way when fully erect. I mean, it hasnt been a big issue. Because the few times I've had sex it has been covered. Dear manjam, Are you circumcized or not? If you have been cut, yes, it could be a case of the clamp-happy [yes, it's called a Mogen clamp] pediatrician having gone just a little overboard.

Personally, I find it a) harder to get a condom on and to stay on with an uncircumcised unit, b) it seems as though less penetration is possible, c) it can be less hygenic and d) apparently easier to get/transmit stds. I have been in the outpatient room while an adult circumcision was being done and the patient was awake .Local area numb. The urologist literally takes scapula and cuts the excess skin and then sews you up . At this point you must remain very still . The Dr. will recommend that you do NOT have an erection for at least 6 wks . Some men will have this done so that the bacteria that is held under the foreskin does not cause the lady vaginal infections . i had an ex with exactly this issue. he was uncircumcised, and the foreskin did not retract when he was erect. and just like you he found it extremely painful for the skin to be pulled back when he was hard.
if you're trying to get BBBJs, your condition could throw most providers off, as most likely they will never have encountered a "little man" like yours. you will want to be extra diligent about cleaning yourself, making sure you pull the skin back and clean in all those little crevices. my ex wasn't always diligent about that and it frankly grossed me out to the point where it ruined our sex life. also consider that BBBJs may not be as intense for you as they are for most men, tho if you're used to only having latex-wrapped love, it could be exciting the first couple of times. tho he enjoyed it, my ex was never able to release from a BJ because the sensation was so limited due to the foreskin. he ended up eventually getting circumcised, at the age of 35, and goes on and on about how much better sexual encounters of all kinds feels now.
Its called Phimosis, I had it and a couple of urologists suggested circumcision. I did not want to go thru with the surgery because I felt that there were other things that could be done. I went to a third urologist and he gave me a steroid cream that loosened up the foreskin so it could partially retract but still could not go completely back. He then suggested a partial circumcision which worked and I have not had a problem since and its been approximately 4 years. The link will explain it more.
