Can excessive jacking off or masturbation cause penis to be smaller when flaccid or even when not flaccid? I read someone where online that this was true, but not sure about your opinion?

The country you are describing it the good ole USA ca. 1950-1970 where I grew up in anytown, USA.
The sole lesson I recall from my health and safey textbook in 7th grade was a kid's face full of pimples from excessive masturbation. (I kid you not!)
