it could be both. Certainly, if someone is in the sexual services profession, parts of the body heavily in use could become oversensitive. It may be temporary or it may be permanent, depending on age, hormonal levels, general well-being. On the other hand, maybe she's just psychologically tired of you; if that's the case, her body will not cooperate.

It's up to you to decide if you want to hang around and wait for this part of the sexual interaction to become available to you, or if you should just move on. Clearly, it's off limits for now.
