Yes, I think you should have waited for her at location #1. I can see how a last-minute location change could spook a POT. It would probably spook me if she tried to do the same.
This is a new COVID-based dimension of finding viable M&G locations. It's no longer enough to find a place that is geographically favorable. Instead you need to ensure that the location will be open, and you need to discover if there are any COVID-related operational restrictions they have in place.
I recently had a similar problem when scheduling a M&G. I found a Starbucks that appeared to be in a good location. I've noticed that Google Maps tends to have an indication when specific location is closed due to COVID. In this case, GMaps showed is was open, but when I got there, I found it was closed. Obviously, I should have checked the location in my Starbucks App and I probably should have called the location as well. Fortunately, I spotted a Jamba Juice across the parking lot that was open for take out and I texted her to pivot our meeting to that location. I had an advantage since she was riding in an Uber that I had ordered for her, so it was easy for her to just wait the 5 additional minutes until she arrived. So she was ok with the switch, and we chatted in my car before I drove her home.
Several years ago, I had a similar issue when I found a good breakfast place on Yelp with many good, current reviews for a morning M&G. We each had to drive about 25 miles to get to this place between us. When I got there, it was not only closed, it was shuttered. I could see several day's of mail piling up inside the front door. I went back to Yelp, where I had found the place a week before, and saw an entry made one day before the M&G that the place had shut down with no prior notice or reason given three days before our M&G. I waited for her to drive up and told her the problem. Fortunately there was a Starbucks nearby and we grabbed some coffee. We then looked for some place to grab brunch. The M&G went well after that and I was balls deep about three hours later.
