First lets separate finding POT's on Seeking versus other sites.  

 
I suspect that your Seeking profile is not generating as many unsolicited messages as the other site. And that's probably because the messages you get on the other site are 99% bogus; either not in your area, scammers, or GPS princesses. You will have to spend money to read them and reply - which is why that site encourages POT's to send massages to everyone. That's how they make revenue. Some here has claimed some success in getting a BCD conversion. But I'm not one of them.  

 
Seeking, on the other hand has you buy a premium status for a set period of time and you can read and send as many messages as you want during that time. Note that POT SB's on Seeking do not have to pay to send or receive messages - but they do need to pay to use all of the filters.  

 
Next, your question about who should/does message first;  this comes down to testing various strategies until you find one that works for you.  When you search for profiles, filters are your friends. You need a paid account to use all of the filters - it's worth it.  Many here like to use a wide net approach - send out as many generic messages as possible to as many POT's as you can find and see who answers. Then weed out from those based on some criteria and reply to those who look most promising.   Others, use a more targeted approach, crafting a message that is specific to a particular profile to demonstrate you actually read it, and to try to show your compatibility.  And some, or at least I, wait to get a message first and then reply if I'm interested.  

 
Whatever strategy you test and use, once you have a first message and a reply, you move into deep vetting the POT, and as quickly as you can, moving the chat OFFSITE to text, or similar app, or even video chat, to move the process along.  

 
Finally, at this point, you need to decide if you want to close the deal and set up a BCD meet, or take a more cautious and slower path by setting up a M&G (meet & greet) first. And once you are off the site message system, the negotiation process is underway.  There are lots of past posts about that...

I've had my best closure results following that same strategy of waiting to get a message first.  Not that I don't browse, which I do, with the switch turned on (when I've paid up only) where they can see that I've looked at their profile. Any message not from one of those geographic areas where I sugar I simply ignore.  I've used SA exclusively.

I’m using SA. As per HC’s response, I use the filters and typically message the girls first. Most unsolicited messages I receive are scams. I received tons of them the fist week until I set my filters up. Now I get 1 or 2 a week. I’ve messed around on other sites, but nothing beats being a premium member on SA. As others have said, it is a lot of work vetting the girls, but once you get the hang of it, you get pretty good at picking out the good ones. I’ve got so many good POT’s right now. It’s a bit overwhelming lol

Probably worth mentioning that the "viewed" switch potentially affects three functions, at least I think it does...  

 
1. Show a POT that you viewed her profile when she views yours (He last viewed you on...)
2. List your profile in the "Viewed Me" tab on her "Interests" page, and  
2. Send a notice (by email) to the POT when you view her profile.  

 
I haven't been able to test this, but I believe that the switch turns off #3 - email notice, but does not turn off #1, and may not turn off #2.  

 
The differences may be subtle. But if you are trying to browse profiles without being noticed (something I do...) then note  that you may not be completely invisible...

When I turned off that switch my "interests" dropped to nearly zero.  The only activity popping up there is from someone viewing my profile because I'm online, rarely from someone who's viewed me because I viewed them (which I think has been coincidence).  Deactivating my account each time I log off when not paid up removes me from the queue of having been on line too I think, so that when I log back on, I've had no "interests".  So, my experience tells me that turning off that switch has allowed me to lurk when I wish with a reduced footprint.

I post mainly on the Minnesota board.  I'm interested in the Sugar Bowl.  Two questions:
Are you recommending SA premium?
What problems would I have if I did not want to put a picture in my profile?

1. You cannot read or reply to messages on SA without a paid membership, so yes, premium is recommended.  But do not bother with the "Diamond" level. No real additional benefits there.  

 
2. No pics = MUCH lower contact rate.  Most POT SB's are not prioritizing for the hottest SD's on the site. But they are looking for SD's that look "safe" (yes, this is purely subjective) and who look like they are able to actually provide some level of financial support.  Profiles with no pics on are a "yellow" or "red" flag that the SD is probably married and/or he might be a:
- Scammer
- Broke loser
- Serial rapist

If you wish to read and send PMs on SA you must have a premium membership.  If you cannot read or send PMs, then you won't be connecting with anyone on SA.  There are 2 levels of premium.  The less expensive premium has worked just fine for me.  As to pics, I have a single picture on my profile that shows me from the neck down.  It's an honest photo that gives an accurate image of my physique.  Once I've gotten to communicating off site (email/text) and we're heading towards a face to face I will share a head shot.  When I wish to deep dive and meet someone I will pay for a month.  Doing so triggers an automatic renewal, but in your settings, you can turn off the automatic renewal switch before it's time to pay again if you so desire.

One reason to go month at a time is because if you get banned, you lose whatever time you paid for.
