Time to face the realities... if she wanted to date you (in other words, fuck), she would have found time to say yes.  

 
But she was reluctant to date (fuck) you as a civilian. That means she knows you in a social context. POT's generally look for SD's from outside their usual social circles.  If you text her, you may embarrass her or come off as the creep and stalker who just won't leave her alone.  ("OMG! This asshole who can't take 'no' for an answer found my profile! What an 'ick'!")  

 
Look, even in P4P, if a POT doesn't want to have sex with you, she's not a viable POT. Either she will ask for an astronomical allowance, or she will try to rinse you for cash, assuming she doesn't block you or threaten to out you to your mutual friends (maybe your family?) by showing your (probably edited) text screen shot.

 
Let's change the circumstances to a more extreme example to illustrate my point:

If you feel you must (and I recommend you don't - just move on), try a much more passive act, like favoriting her profile. If she replies positively, you are clear to proceed. If she doesn't, or if she blocks you, then she definitely is not interested - even in a sugar relationship.

A girl gave me her number years ago.  She would text with me but was always too busy to go on a date.  She swore she was interested but never made time.  So I gave up.   Saw her profile up on SA today.  Wonder if I should text her out of the blue to see what's up.

Logically speaking, this makes sense. But often people [especially women] aren't logical and are living in the moment of now, which means everything that came before doesn't exist in her mind. If she's hot, she may impulsively indulge in playtime with you if the timing is right, though such POTS rarely if ever turn into reliable SR's. Worth keeping the line in the water in the event of a bite.

You might want to take a step back for a week or so and get some perspective on what your goals are.  

 
If you just want to get laid, there are so many other paths, including hitting on rando chicks at a bar.  

 
If you really want to develop a relationship with this woman, sugar or "traditional," then basing that relationship on lies will almost always end poorly, in my experience.  

 
Truth is easy. It never changes.  The truth may not be easy to hear, but truth does not have to be brutal or mean. Over time, truth will always reinforce your honesty, integrity, and trust - which are vital to a good, lasting and fulfilling arrangement.  

 
Lies are hard. You have to remember them and often have to amend or extend them when circumstances (like her BS detector) tend to betray the lie.  The more you lie to cover your past lies, the harder it is to find a new lie that seems credible. Eventually you get exposed and become the asshole (in her eyes) that probably prevented her from wanting to date you in the first place.  

 
Obviously, it's your time, money and dick. Use them as you want.  If you do decide to make a move, I'll be interested to see what you did and how it worked out.
