and while certainly not as dangerous as penetration, it comes awfully close to swapping fluids which may or may not contain HIV and other nasties.

Safe or not?

I've had this experience twice, still not quite sure if it is safe:
If the guy is on his back and the girl is on top rubbing her pussy on the bottom of your shaft (well if you are lying down it's the top), with no condom. There's no penetration but her juices are there (in most cases). Maybe there's a name for this, I'm not sure.
I don't know much about STD transmission, but it seems to me this might be a bit risky for the guy (maybe not so much for the girl?)

Skin-to-skin contact...

carries the risk of herpes, syphilis, and HPV. Herpes can be transmitted even if there are no sores present (google asymptomatic shedding).

it's not just the penis and vulva/clitoris that can harbor/transmit disease. The balls, perineum, and the skin around the anus can as well.
