I have dabbled in the Vegas pool since 2016. As with everywhere else, it is harder and harder to work thru the girls and find what we are all looking for.

Yes. The hot profile quotient is high. And my hit rate on message replies, like you, remains higher than other cities.  
But this is because many of these replies will turn out to be rinsers. They will talk a great text game. Photo game.  
But will pull the I need money for car/nails/to look pretty or if they are pro/semipro just an outright depo$$it.  
So just beware and until she actually shows up don't get toooo excited.
I never send money before a date. So that will eventually end a good percentage of my Vegas message exchanges.  

All of that said. Some of my best SB experiences have been in Vegas. I would imagine most gals holding themselves out as 'SB's' in Las Vegas are actually 'Pro's' since true sugar relationships are ongoing arrangements seeing the same person over an extended period. I don't consider Pro's as actual sugar babies. That being said, what you'd be dealing with are escorts listing themselves on Seeking as available for 'arrangements' but most likely the arrangement is a bang and bail one time thing. Their PPM would likely be the going rate as most escorts charge in Las Vegas, whatever that is currently. If they are 20 something hotties there's a good chance they are scammers, so proceed with caution.    

I haven't sugared in Vegas for several years. But you should expect to see mostly UTR (or maybe not UTR) hookers if they are located near the Strip. This is not necessarily bad... but hookers using Seeking will mostly be using it to find new Johns, hopefully under less scrutiny than they might see using traditional web ads.  

 
Still there are a significant number of profiles from young college students, out of state vacationing babes trying to live out a fantasy, and local Vegas residents who are looking to supplement their minimum-wage, low tip jobs off the strip.  

 
How can you tell? There's no guarantees. But generally, UTR hookers will use the same pics they use on their ads - typically professionally shot for mid to upper-class providers. While locals and vacation fantasy POT's will use selfies, especially bathroom selfies, and even more especially selfies in popular Strip locations.

 
Once messaging off the seeking site, UTR hookers will generally quote allowance asks in hourly terms and will probably use the term "P4P" as well, In addition they will use other "hooker" terms like a "No List" (i.e.: no Greek, bare, CIM, etc.) or in-call/outcall.  Locals & vacation POT's will ask how much you will offer and will not specify a time frame.  

 
UTR hookers will generally be available to meet any time but will push to meet NOW - they want you to make an "impulse buy." They may hint that they will not be available after the next few hours or the next day. Vacation POT's will generally want to meet or vid chat 1st before committing to BCD, and they will need to work around the vacation schedules of their travel partners - usually other women, but that MAY be a BF or Hubby.  Locas will probably have a day job, so will want to meet off work hours.  
 

If you are only in Vegas for only 2-3 days, you may be better off just hiring a pro or a freelancer from Strip Hotel bars or the hotel crosswalks after 11:00 pm to about 5:00 am.  Scheduling a M&G with multiple POT's (2 or 3 a day?) then closing at least one or more to BCD (maybe 1 or 2 a day?) may take more time than you have.  

 
Finally, PPM rates will depend on the factors above, with UTR hookers in the $400-$1000 range, and locals & vacation POTs in the $250-$600 range.  

 
Just remember: She has the power to say "yes," but you have the power to say "no." Do not under ANY circumstances send cash in advance or pay upon arrival. You will lose your money forever, which is not the way you want to get fucked in Vegas.

Vegas is definitely a ppm city not a traditional long term sugar city.
I travel there for work 6 times a year a week at a time and have used that to my advantage to uncover the non pro gems. They are used to being bombarded with one night stands.

She wants 500 ppm, which is reasonable if her pictures are real. Since all her photos are selfies, I assume she is not a pro. Let's hope she doesn't flake or want money upfront. We are going to have dinner first and then go BCD. She appreciates the idea of having dinner first. I guess too many guys just want to bang and run. Having dinner first makes this look more like a date, not a hooker session.

Your post calls out a key issue when sugaring "on the road" especially in Vegas.  

 
My experiences there have all been based on occasional, short trips of 2-3 days occurring perhaps one or two times a year.  That means any BCD dates I find will necessarily be one-time opportunities, and it's likely I will not find that SB when / if I return several months later.  

 
But regular and frequent travel to Vegas (or any city) opens up many more options to find and repeat with legit POT's and to filter out pros and semi-pros.  When I was traveling for business (retired now) I was a frequent visitor to Omaha, Baltimore, San Francisco, New York, and Atlanta.  It was much easier to get M&G's that converted to BCD when I could credibly claim I would be in that city on a regular basis. If you flip your perspective to the SB's this makes intuitive sense. Just like the legit SD's on Seeking, a legit SB must also crawl through a lot of profiles, messages, and M&G's * to find an SD who will be safe, interesting, and generous.  They must also grow tired of wasted time on POT's that don't meet their perceived needs.  

 
*I'd add vetting & background checks, but we know SB's don't - or even know how to - do this.

 
The key to my point is "credibly claiming" you will be back on a regular basis. That may or may not be true. But if you can sound credible with that claim, I expect you will get a higher close rate.

One was a ripoff. Paid hard half upfront with a casino chip. She went to the bathroom in the casino and exited stage left.
The other was Christmas week.  Saw her one night and she called the next day and wanted to bring her friend. That being said, I have had many "lets-just-get-right-to-it" kind of meetings as well.  It might be worth giving us a shot if you are going to have significant $$$$ savings.  Otherwise, if you want a sure shot thing, still to P4P.
