The only advice I can give you is the same for visiting any city:  

1. Cast a wide net: Start searching the area for POT's NOW. Send a thoughtful message to all who look good that you will be there soon. Mention that you will be in that city on a regular, recurring basis going forward (even if that's  not true).  POT's usually do not want to think of themselves as one-night-stand whores. So they may be more willing to meet you if they believe it will be an ongoing arrangement.  
2. Be sure you have a place to host. If you are travelling with a wife/GF, friend or work colleagues, make sure you can get a POT SB in and out of your hotel room with no witnesses. Or consider renting an additional room in another hotel if necessary.  
3. Plan a M&G as early as possible after your arrival. Some, if not many POT's will NOT agree to BCD with you 10 minutes after you meet (but way cool if they do!) and will want to meet the next day+ for BCD. So set up M&G's (ideally multiple M&Gs) early in your visit so you have at least one day/night after to go BCD without  a time crunch.  
4. As hinted in #3, line up multiple POT's for multiple M&G's and if all the stars align, multiple BCD's.  Plan on a minimum of a 50% POT no-show rate for M&G's and a 30% no show rate for BCD.  It's just the nature of the sugar bowl.  
5. As you suggested in your OP, probably lot's of quasi/semi-pros in Vegas and that is absolutely a good thing! It makes all the tips I laid out in 1-4 above unnecessary.  Buy you can't count on it. Still, if you already have P411, use it to schedule a sure-thing back up with a local pro. There is a glut of absolutely amazing pro talent in Vegas in the $300-$500 range which is essentially the same as the SB BCD range. So don't go home with blue balls just because you were hell-bent on getting some fresh non-pro college student or young housewife/MILF talent from Idaho.

...no kidding, yeah I know half of the SB list that elsewhere, but having had some experience in LV (have an apt there for tax benefits), the girls there seem fixated about traveling.  Probably b/c most of the showgirls/servers/etc are from out of town, so have traveled a bit anyway.
